Job Description:
The Airports organization provides leadership to airport owners and operators, and other key stakeholders, to ensure that U.S. airports are as safe and efficient as possible. Help shape the future of aviation by leading and supporting the safety, efficiency, sustainability, and fiscal responsibility of airports across the nation.
Duties Help

The Director, Southern Regional Airports Division, provides executive leadership for implementing and ensuring compliance with national aviation transportation policy across the ten states and U.S. territories within the FAA Southern Region. The Director oversees airport sponsors adherence to the Infrastructure Investment and Jobs Act (IIJA), the National Plan of Integrated Airport Systems (NPIAS), Airport Safety and Certification requirements, the Passenger Facility Charge (PFC) Program, Airport Environmental Programs, and other statutory and policy mandates. This role ensures that airport sponsors meet design standards, safety requirements, and infrastructure development obligations; comply with Federal agreements tied to Federal aid; coordinate airport planning with public and private partners; preserve environmental quality in airport development; and administer the Noise Compatibility Program. 

The Director exercises executive oversight of subordinate Airport District Offices serving Alabama, Florida, Georgia, Kentucky, North Carolina, South Carolina, Tennessee, Mississippi, Puerto Rico, and the U.S. Virgin Islands. The Director leads a workforce of approximately 93 employees, including one L-band and four K-band leaders, and holds direct accountability for managing an annual budget of roughly $400 million.

Specific responsibilities include:

  • Provides executive leadership for all regional airport programs. Oversees and evaluates airport program effectiveness, establishes program goals and priorities, directs regional policy and standards development, and coordinates airport planning with public and private partners.
  • Ensures compliance with Federal agreements and airport design standards. Verifies sponsor adherence to Federal aid conditions, oversees application of Federal planning, design, construction, and maintenance standards, and conducts compliance reviews.
  • Oversees environmental and noise regulatory programs. Ensures compliance with NEPA and all statutory environmental requirements, directs regional environmental programs, and administers the Noise Compatibility Program under Part 150.
  • Administers airport safety certification and real property programs. Leads the Airport Certification Program under Part 139, exercises line authority over ADOs and AFOs, ensures compliance with PL 91-646 relocation and property acquisition requirements, and oversees conveyance of public property for airport use.
  • Provides executive advisory services and leads high-level stakeholder engagement. Advises the Associate Administrator for Airports on significant program activities, conducts special studies, and engages extensively with airport sponsors, industry partners, oversight bodies, elected officials, environmental groups, and FAA executives to ensure compliance and advance agency programs.

Qualifications

MANDATORY TECHNICAL REQUIREMENTS (TRs):

TR 1:Demonstrated leadership experience in planning, programming and overseeing stakeholder compliance with major airport safety and capital development programs involving multi-political jurisdictions and diverse constituencies.

EXECUTIVE LEADERSHIP DIMENSIONS (ELDs)

  • ELD 1: Commitment to the Rule of Law and the Principles of the American Founding - This ELD requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

  • ELD 3: Merit and Competence - This ELD involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ELD 4: Leading People - This ELD involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ELD 5: Achieving Results - This ELD involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: Applicants who are current Executives or Officers (EV-1 or EV-2 level) of the FAA Executive System (FAAES), Career Senior Executive Service (SES), individuals certified through successful completion of an OPM-approved SES Candidate Development Program (SESCDP), or those with Career SES reinstatement eligibility are not required to address the Executive Leadership Dimensions (ELDs). Such applicants must provide documentation verifying eligibility for noncompetitive appointment to the FAAES (e.g., SF-50, or certification from OPM's SES Qualifications Review Board (QRB).
